For some reason the official build can't decode jpeg. This is not a new problem, people reported it several times in the past. It predates the buildbot builds. I tried to manually install libjpeg before buildng qt and pyqt, but pyqt doesn't seem to build at the moment so I'm not sure how to fix it.
